We at EMSL have a test to determine if Urine is present on the material if that helps.

The only success I ever had was to rip out the floor, and cut out the heavily damaged/soil sections of the subfloor and starting fresh.
And as a landlord, never allow pets, especially cats.
Cat urine is often used to mask the house having been used as a meth lab. I would recommend having the home checked by a qualified specialist for drug residue before they occupy the home.
