Is it common for a 1985 home with concrete tile roof to not have decking material below or felt paper?

Some will,some won’t. Not sure of the date it changed but it is no longer a recommended install around here.
At that time felt paper are not commonly in use. These materials are used commonly in the 90s.
It is not common in North America for concrete tile to be installed on a roof with no roof sheathing (battens only). If I found a concrete tile roof anywhere with no underlayment I would call it a defective installation.
Felt paper was extremely common all across North America well before th 1980s.
In the early 60’s, it was the only choice Kenton. LOL:)
