No that is a drain from the water heater drip pan and it goes into the wall not the floor.

I did not notice an expansion joint at the entrance of the garage from the outside slab to the inside slab. Would not having any expansion joint cause a crack like this?

I would recommend evaluation by a structural engineer. That crack could be due to settling soil or a weak foundation or…?
