Thanks for digging up that link and posting it. I suspected there was more to it than "one size fits all" when considering insulation and vapor/air barriers. Imagine in a report calling out the upside down insulation. recommending reversal, and then an expert such as the author of the link drifting on to the scene and saying it was done for nothing. I would hate to foot that bill. Work in a crawlspace is labor intensive.

I really don't trust your article. On all the insulation around here the vapor barrier is towards the living side 98% of the time anyway and it even says to install it that way right on the insulation.

I suppose the text I cited above recommending cutting slits could be worded better. I rarely specify how things should be repaired, but I often give examples of acceptable ways of making repairs. A veteran inspector I know who I have great trust in told me about cutting slits as a solution. I will re-word the ReportHost concern text so it's suggested as a possible method of repair rather than a specific recommendation.
