I was on a really wet crawl yesterday. We’ve had a bit of rain here in So. Cal. this week. However, this seemed to be an ongoing problem with this foundation.
The efflorescence was so thick, I could actually "chunk" it off.

The entire foundation was like this. Terrible site grading on this property with planters in direct contact and in many cases, above the top of the footing.

Were the planters made out of concrete? If they were, it may be the calcium coming from them. This will happen to concrete products. Have you ever inspected a home with a concrete patio with access under it? Here in TN I see lots of them. When you look in the crawls, there is calcium deposits on the ground about 2 inches thick. This is caused by the water that seeps through the concrete and brings the calcium from the concrete with it.
