I would. One can never know with water infiltration into an electrical system. Conduit filled with water? Corrosion? Water flowing between wire and insulation? Flooded appliances, like disposers and water heaters.

any time water infiltrates electrical anythings, they’re junk. moisture + current = corrosion. maybe not deep into the wiring, but definitely at any exposed material. moisture will travel up the insulators, but without the presence of air, corrosion will be nil. complete replacement may not be necessary, but complete inspection from licensed sparky is.

You really have to evaluate the system before you condemn it. In some cases a megger might be necessary buit simply to say if it was wet it is junk is a misstatement.

true, my fault. i was assuming we were talking about a “La.” type flood. (no pun intended) you know, like total panel submersion. i didn’t think that maybe it was just “water damage” with a 4’’ puddle in the basement. by the way, what kind of flood are we talking about?.

Exactly my point. A case by case evaluation is in order in most “floods”.
The folks who have water over the roof are probably facing a tear down anyway so who cares if the electrics are bad?
In the case of New Orleans, they need to tear all of those houses down, barge in about 20 feet of dirt and start over. Anything else is just setting us up for another disaster.
The definition of insanity is doing the same thing over and over, expecting a different result.
