Some chimneys vent pipes are designed with a 1" clearance to combustible materials. Here in Canada that is a common requirement to meet building code. However (based on your photo) even without a heat shield, I would note concern with the insulation within that area in contact with the chimney pipe.

You are correct.The fire stop should be snug.The same thing applies for a furnace vent pipe.
The metal stop is non-combustubile so the 1" clearance thing would not apply.Leaving clearance in both cases would do exactly the thing that is trying to be prevented...updraft.

What type of insulation is fire resistant? I read an article somewhere on this subject about I cant find it.
