I've never tried turning that screw before but I believe that screw would adjust the entire breaker board to either come forward or backwards, once the cover is put back on. Adjusting this would tighten or loosen the breakers towards or away from the front cover.
Maybe someone could help confirm my thoughts.
By the way, I took my wife (fianc?, back then) and eloped to Oahu, Hawaii five years ago, got married in style (wedding attire in bare feet on the beach). We had a fantastic 10 days there.
I loved the awesome diving in Kona. While diving, the massive coral and colorful fish were the most beautiful sites I've ever seen in my life. Also, the various musical Luau?s in the evenings were very tasty but outrageously fattening. During the week, we even hired a local couple to take us on a tropical tour of the island. I could talk forever about our trip but I don't want this to go off topic.
3 days into our Hawaiin adventure, we found out that my wife was pregnant with our first child (David Jr.) while there. It was a very exciting time for the both of us.

I called out the FPE panels to be checked by a qualified electrician based on information I've read here in the past.
Are all FPE panel to be called out regardless?

Well, that is a matter of opinion.
I call these panels out for replacement when I see enough wrong.
Here are two photos of breakers that are double lugged.
One is an FPE one is a Square D.
Both were recommend for replacement. See if you can guess why.

Yes. It's a simple statement in your report like this;

I always recommend all FPE panels (most importantly Stab-Lok) be evaluated by a licensed Electrician (as you stated). I also give my clients the following report concerning FPE breakers.

Funny thing happened the other day. Had a FP and talk to the buyer about it. Then he says the seller is an electrician and would ask him about it. As we walked to the front of the house I was wondering what all was going to be said now that the seller is an electrician.
Well when the buyer ask, the seller just grinned and said I'll replace it that's a fire waiting to happen and if any body other than myself lived in the house it would have done been changed.

This is an example (the electrician admitting to his own panel being bad) of what I have been saying on the Member’s Only board with regards to home inspector’s being deal killers.
Here is an obvious safety hazard and an electrician was willing to live (or have his kids killed?) by it.

I list FPE info pages as links on my website, include verbiage and the thread in the report and advise further inspection by an independent licensed electrical contractor prior to close of escrow.
