Not all areas switch to DST. Some stay on Standard time. Years ago, I worked on some projects in Indiana while based in Ohio. I had to go back and forth quite a lot. As a joke, some of us would wear three or four watches on our wrists, one labeled “Ohio” and the others labeled for different Indiana counties. Ohio would switch to DST so we referred to EDT as “Real Time”. It was a real mess.

Anyway, the point is, unless the time is specified as being either Standard or Daylight Savings, there are going to be some people who will be confused.
