For my own knowledge, why would this be required / needed as to a similar stills shot of the same subject in frame: video shot of the exterior of the Home as opposed to a still picture of the same shot?

It has nothing to do with the camera you are using. The agreement gets permission (whether you need it or not) to film the seller’s home (presumably on an inspection) and use that video for marketing purposes (such as a putting a video of one of your inspections on your website).
