I don’t think that it’s that simple. We don’t know the span or the joist rating. I would definitely recommend that the buyer obtain engineered truss documentation from the builder. I don’t care what the HVAC contractor (or any other contractor) tells me.
You’re looking at the wrong chart, not all I joists are the same. Refer to the PDF posted in the OP.

I know is seems crazy but holes like these are not that unusual for I joists. You just can’t put them too close to the ends. The trusses come with instructions with how large a hole can be; and typically you should leave (or I like to see) about a half inch of the osb left at the top and bottom. Normally they would run ductwork through these gaps however.
