Any suggestions as to why these wires go from the breaker to the neutral bus bar?

Kent,

They are either GFCI or AFCI breakers (can’t tell from the photo). In either case the breakers require a neutral in order to function. They are normally “curly pigtails” as in your photo. They look fine.

GFCIs and AFCIs actually have to pass both sides through the breaker so you need to complete the neutral path.
