Luckily, I get to go to China quite often, and I’ve visited many different areas in the mainland. If there is one phrase that describes building practices in China it must be “unmitigated disaster”. With the population rapidly emigrating towards urban areas, there are cities that I visited as recently as 5 years ago that had under a million population now have almost three million. And there are dozens of these cities, most of them you have never even heard of. I have no idea how the municipal services (water/power/sewer) keep up.
Construction is going on 24 hours a day, 7 days a week. No exaggeration. I cannot comment on oversight, but I have rarely seen a building that would be acceptable in any part of the states.
I wish anyone working in this industry in China all the luck in the world. You are going to need it.
