Water heater appeared to have been leaking around top seam. This is an indication of failure of the water heater integrity. Recommend review by a qualified licensed plumber.
How old is it? Take it to a dump and get a new one. What are you uncertain about that needs to be reviewed? (more money out of client’s pocket)
That is a pretty easy call to recommend replacement. No need for a plumber to evaluate.

Too many words here - stop deferring to others - the reason we are hired to inspect is to be helpful. That water heater needs replacement not further evaluation. Further evaluation is for something that isn’t obvious like this is.
Also the plumber doesn’t need to be both qualified and licensed - just the licensed part will do, what would the other qualifications be?.
Good observations. Even though it may be functional likely it will be only a short while before it will make a trip to the dump and that is what my client will want/need to know. I appreciate too the point of “qualified licensed” being overstated. Thanks

Further evaluation is a necessary tool under the right circumstances. But many things you can “make the call”.
