Is it required to have a continuous hand rail at middle section landings with one step?

From Ohio, that looks more like another landing than a step.

Hard to justify a handrail for one step. The rule is 4 or more risers. I wouldn’t write it up.

Based on that one single, incomplete, partial photograph of conditions present at the time taken…
the existing handrail(s) shown (and unshown) are incorrect and non-code conforming!

No, no handrail required at that single step or at the landing.
