It was sealed by the utility company because the conductors are on the line side of the meters, meaning that they’re unmetered. They want those unmetered connections to be inaccessible to tampering where someone could tap off them and get free electricity.

Yes, only a guess that the disconnects are located behind the panel, but won’t know for sure unless you remove it or have maintenance remove it to find out.
I have seen something similar to the exterior picture before, and there were no disconnects in that equivalent panel. Having said that it is always good to verify, instead of assuming.
Still, the visible wiring strongly indicates no disconnects in the exterior panel.
There’s not enough information in the pictures and too much guesswork going on.
