OSHA Announces New Safety Guidelines for Commercial Roof Inspections - InterNACHI
So, while I am enjoying my favorite beverage and cigar at the roof-top bar near my work, I will need to tie myself off? 
I believe this applies to construction/repair employees that are working on the roof. It does not apply to periodic or one-time inspections.
