I cannot find what this device is that seems part of an outdoor receptacle. Not sure if I can upload a pic in here, but I’ll try. Anyone?
Looks like a water or light sensor.

This is a simple design that I came across while searching for something else. This is a great idea if you want to grow outdoors without having to worry about your plants getting too much direct sunlight. You can use this indoors or out, but it’s best suited for outdoor use.
I agree with Jeff. It appears to be a photo cell after zooming in.
Above is correct, photocell. Probably this one.
I’d say that’s the one. lol
