Particle board on parapet wall

This commercial building has particle board and remnants of tar paper on the roof side of the parapet wall. The parapet is steel frame and brick veneer. Shouldn’t there be 18" of noncombustible material extending up the parapet at least 18" from the roof surface? Besides that the particle board was in bad shape.

Particle board is not acceptable for an exterior covering. It can be covered by something else but it will not perform on its own.
I would write that up as needing to be covered accordingly, also any damaged board should be replaced.
