Patio beams, metal straps...questions

Patio was constructed with large beams…Where
the beams sit on the ledger board…the straps look
small and they are not bolted…is the a safety issue?

I would say yes and I can no see any Flashing over the ledger board or beams ,water gets behind and decay is coming .
