Plumbing valve to water heater

Looking for feedback on this as I’ve never encountered it before. The pictures are from the cold supply to the water heater. There is a gate valve (not 3 way) and what appears to be a drain at the bottom of the valve. This joins the TPR discharge tube.which carries on down into the floor drain. There was drips from the tube when I removed it from the drain.

Ant thoughts on why the supply valve would have a configuration like this?


I don’t see a gate valve what I see is a ball valve that has an integrated thermal expansion relief valve built-in.

You didn’t ask, but it shouldn’t tie into the temperature pressure relief valve discharge pipe on the water heater. Both pipes should discharge to an appropriate location separately.
