Plumbing vent capped at base

Hey everyone. I came across this during an inspection yesterday on a new build and have never seen anything like it. The smaller pipes are coming from bathrooms and connect to the larger pipe which vents through the roof. As you can see, the base is capped. I want to call it out as my concern is the bottom 2 feet filling with water and the cap potentially leaking water onto the insulation. I really couldn’t find answers regarding this specific situation. What are your thoughts? Thanks in advance.

Cody, sorry to go off topic there. Was there a toilet below this that was supposed to be connected at the base??

Observation: “Plumbing vent stack cleanout utilized a permanent, glued cap.” Recommendation: “Replace the glued cap with a screw cap in order to access the pipe. Open the cap and clean out residual rainwater after each rainstorm.”

Being serious, the wye and tail are wrong and need to be replaced with a 45-degree elbow.

Consequence is important. I do not know if this configuration is allowed but I like your point about water. Also, if it does fill with water, the weight may pull the pipe down and possibly out of the vent boot. I can’t really see how well the pipe is supported, so it may or may not be a concern.

Amateur plumbing, recommend a professional plumber make the necessary repairs or modifications.

Any water accumulated in the lower pipe will freeze and break the pipe if your in a cold climate.

Directly under this area is a hallway. I do not believe there was an intent to connect it to a toilet.

That’s actually better! The ice will force the cap off and an ice missile will shoot through the ceiling a take out whoever is in the hallway.

That’s crazy, yes it could fill with water and I believe in new construction at least in my neck of the woods it would be all PVC, not black ABS…

New construction around here is generally abs. Unless the price of pvc comes in lower.

That is absolutely amateur plumbing and I always additionally write up that white PVC cannot be bonded or glued as a lot of people say to black ABS due to the different molecular structures and different expansion rates creating possible leaks
