If it wasn’t for the bare wire going back into the box this would be the classic “bootleg” or “false” ground and would “Suretest” that way. But that doesn’t seem to be what you actually have here. My answer, which isn’t one of the choices, is “parallel paths for the grounded or neutral back to the panel”. Needum fixin’!
