The panel with the first means of disconnect is the service panel.

Even if that first means of disconnect is just a meter breaker combo unit at a pedestal far away from the structure.

A panel that does not contain the first means of disconnect is not a service panel.

Think of where the service conductors end and the feeder or branch circuits begin, or more importantly where the bonding must be done.

I agree Bob … and I would accept/use the term “Service Panel” to describe a panelboard with the main service disconnect … which makes it part of the Service Equipment.

It's just not how the model codes (NEC/IRC) read, which only use the term Service Equipment to describe where the neutral-ground bond goes ... the term "Service Panel" isn't part of the model codes, or clearly defined.

But, I was mostly just busting Mikes chops a bit ... ![icon_lol.gif](upload://zEgbBCXRskkCTwEux7Bi20ZySza.gif)

Well, since they did not specify connected to what, I choose all boxes and panels. icon_biggrin.gif
