During the inspection I turned the valve all the way to one direction, then tried all the fixtures in master bath, then I turned it the other direction and once again tried all the fixtures, I could not see any difference.
but did you check the toilet tank?

The new home owner was contacted by the previous owner son who shed some light on the purpose of this mixer valve. It seems Chuck was correct its purpose is to control how hot the water supply is at master bath shower and tub. Even though during my inspection I did not notice any change, I may have not run the water long enough to flush out the already hot water in the lines. Learn something everyday……

Looks like a lot of time and energy went into solving a problem that probably never existed. Thanks for the update Gary. I’ll probably never see this.

It was totally unnecessary with the single handled faucets that were installed in the tub area. Single handle faucets already comply.
Usually, you’ll see a valve that looks more like this either under the tub or under a nearby sink.

Here is one from yesterday. Hot water at sink was 116, at tub it was 103;-)

Curious, but for the report just state it’s highly unusual and purpose is not known. Recommend a plumber figure it out if they want to know…
