It could be a problem depending on what’s behind that art work.
A lot of water will get behind the side openings.

Recommend sealant and paint to match the other siding?

Thus the reason for all the weep holes!!
Non-issue other than cosmetic.
Yes, they will help. But what if there is a big hole in the siding and house wrap behind there?..I’d refer it out because I would report what I see.
