The markings on the deadfront- “service disconnect” has arrows that appear to include even the four tandems that are opposite the 60 amp breaker. Which breakers must be shut to shut down all power, just the two 20’s on the top and the 60, or also those four tandems?

Technically you have 3 service disconnects although the two at the top have no wire on them. If you look at the label you have the upper configuration.
