Doing report now, so help is appreciated.
Service panel has spray foam in the entrance to the panel for the main feeds. Panel itself was ok as far as no rust or moisture. I have never seen this and do not know if this is a hazard and needs to be taken care of.

Cant have it inside panel. Fire hazard also. Simple enough to break off probably.

I would write it up as a safety issue in need of immediate repair/removal due to the fact that the foam is flammable…

The conduit is required to be sealed when it transitions between conditioned and non-conditioned areas to prevent air exchange and condensation.

I agree with Jim something is required to prevent air movement through the conduit. We always use duct seal. Here’s the NEC requirement:
300.7 Raceways Exposed to Different Temperatures.
(A) Sealing. Where portions of a raceway or sleeve are
known to be subjected to different temperatures, and where
condensation is known to be a problem, as in cold storage
areas of buildings or where passing from the interior to the
exterior of a building, the raceway or sleeve shall be filled
with an approved material to prevent the circulation of
warm air to a colder section of the raceway or sleeve. An
explosionproof seal shall not be required for this purpose.
