Any panel in a dwelling that does not contain the service disconnect (the main power shut off) must have an isolated neutral bar.

An isolated neutral bar is a one that has no connection to the panel steel or to a grounding conductor.

Hi Ron,

Ill expand on Bobs explanation a bit. current is always trying to get back where it came from-the utility meter. In the main service panel the currnt returning from the neutral conductor wants to go to one place- the transformer. The only way it can is via the SE utility neutral cable. It cant go back there via a house ground wire.

The current at the sub panel also wants to get back to the utility transformer. If the ground and the neutral were connected at the sub panel the neutral current could also flow through the groung wire to get back to the main panel as well as the neutral wires. So then your ground circuit would become “hot”.

Hope this helps.
