That would be through the slab, Bill. 
Depends on who did the remediation. Object it to create negative pressure in the basement or crawlspace so gases don’t linger so maybe someone thought “I can do this”
Good point Bill. And, I wonder what good the remediation is if one is going to leave the radon in the livable/usable basement?
