That receptacle is not permitted for a dryer, as it’s a grounding device, & a dryer requires a 125/250V device, since the motor, timer & if present a drum light are 120V, only the heating element is 240V. It has never been permitted to use a grounding conductor as a neutral, but prior to the adoption of the 1996 NEC it was permitted to ground the frame of clothes dryer to the neutral, now it is allowed only in existing installations.
