Vented soffits alright to be here? any source if it's a defect

Does anybody know why this area has vented soffits? It’s usually covered with non-vented soffits

Most likely the perforated material is what the contractor had so that’s what he used. And even though the perforated material is usually more expensive than the non-perforated material, IMO this installation is not a problem.

Thank you for the reply KEVIN, this house is located in Alberta where the temperature goes below -30 degrees Celsius in winter, wouldn’t it make the rim joist pockets colder by letting the cold air come in?

There should be OSB or some other material under the vinyl, but even if there wasn’t the R value of perforated vs non-perforated material is negligible, unless of course they were to use siding that was insulated.
