Around here (Alabama) the home owner is responsible for the line between the meter and the house. I always include a picture of the meter with the valve circled and label it “street shutoff”. That makes it more difficult for the client to come back and say I didn’t check for a leak. If the meter is spinning I shut off the water at the house to verify there’s a leak between the meter and the house and note it in the report. So far, I haven’t had anyone accuse me of missing a leak. If I can’t find the meter then I make a comment indicating it can’t be found and as such there was no way to check the system between the meter and the house, and recommend inquiring of the seller regarding the location.
We locate the utility shut-off in the yard and take pics. We’re looking to see if the meter is moving before we go into the home potentially indicating a leak somewhere…or if there’s a ton of water in the pit. We also identify the shut-off in the home so the buyer knows the locations of each.
