Whats this contraption hanging from ceiling in a basement

No idea. Does look like it penetrates through the drywall ceiling, though. Not a surface mount heat or smoke detector.

Did you try to twist off the cover?

Going through the list of systems in a house: electrical, lighting, mechanical, plumbing, HVAC, security, life safety, radon.

Resembles an older “Heat” detector that was painted over!
