Where must illumination be located in relationship to interior stairways? Exterior stairways?

Interior stairway capable of illuminating treads and landings of not less than 1 foot candle and a wall switch at top and bottom with 6 or more risers.
Exterior stairway is light source at top and bottom of stairway.
