Ever inspect a raised ranch? The main panel is always, without exception, in one of two places: either in the downstairs bedroom, on the exterior wall, or in the garage, adjacent to the garage door, or perpindicular to it on the exterior wall (usually the front of the home).
Access is ALWAYS a consideration, in either room.
As I've said before, there is gray and shades of gray. You only see black and white. The electrical inspectors would have a field day with you up this way. They are the AHJ, not the lowly inspector.
But, once again, instead of providing guidance and common sense approach... you are spouting the truth according to Jerry Peck. The fact is that the NEC is interpreted and enforced differently in different parts of the country.
