The beams and joists are nailed and screwed to the posts. No notched posts or ledger boards.

There’s plenty of information available online for you to determine if this deck has been installed correctly. You should get used to doing your own research and writing your own report.
Now if you have a specific concern about a installed component that’s the different matter.

The beams fastened to the posts with nails and lag screws is what I think looked like a weak point… but I thought through bolts were acceptable?
At least it’s freestanding, even signs of footings!
Yes I would and all that other crappy work. This guy built it how he wanted to or was taught by someone, not by any acceptable prescription. At least not in my area.

You’re learning Michael. One thing you will learn about inspecting decks is that you will probably never come across one that’s installed properly.
What does your area require? Here in GA we had used AWC prescription in the past, now we use the IRC 2018 with GA amendments. That deck looks brand new.
One more little detail. No landing or visible stair footer.
We use the same residential code but with South Carolina amendments. Next month the new code book will come out. Its the best $300 you can spend. I like having a hard copy of the code book in my office.
No comment about the handrail? Hard to tell but it may be graspable.

Hand rail is alright. Although the post size don’t align with the DCA6, I doubt it will go anywhere. That is a hefty deck with 1-1/2" thickness.
The side nailed supports need to have these on each side to provide the proper support since they are not bearin on the posts. (Or something similar)
I agree and it’s better than most of the decks I see out here.
