I have recommended all asbestos branch circuits be replaced on my lsat inspection on a 1950’s built home. The electrician who owns the home says he will put a GFCI on each circuit so he does not have to replace wiring and he will put all open taped splices in a junction box. Any frayed wire exposing white asbestos fraying he will tape.
Any thoughts on this argument.

If you’re referring to old cloth wiring, you still have old cloth wiring.

Yes, asbestos was used for wire insulation, but how can you be sure it’s asbestos without a test.

Visually, if you can see what materials the jacket is comprised of, although not conclusive or definitive like laboratory analyses, is one way of forming a suspect condition.
If/when asbestos is present in residential & commercial low voltage circuit cables, the conductor may be wrapped in a black cloth, that has a thin layer of white fibers or fibrinous material underneath the insulating jacket.
Asbestos is friable material, meaning that it crumbles easily. When closely examining the end of an electrical circuit conductor’s insulating jacket, the would be white fibrous material that looks crumbly or fragile, and could very well be asbestos.
I also read, asbestos insulation may look like lumpy dried cement.
In conclusion, I concur Joseph. How can you be sure it’s asbestos without proper testing.
I don’t take a stand on whether a client repairs something or not…Just report what you see. Let the client decide how he wants to proceed…
