I’ve see it done at the shower only (not tub), washer standpipe and vent pipes…

Thanks guys. The felt dolts mystery was solved by Fred, they are markers for termite “bait” stations, a green plastic container that has a piece of wood inside of it to ‘lure’ termites. Which seems like a bunch of BS to me, they put the dots on the wall so they can find them in the wood mulch they are buried in:roll:
