Question. What's the point of this? Why not connect the feeders directly to the terminals under screw lugs (as the neutral already is)?

Jeff: I believe that is a “Back-Fed Device”

Plug-in-type overcurrent protection devices or plug-in type main lug assemblies that are backfed and used to terminate field-installed ungrounded supply conductors shall be secured in place by an additional fastener that requires other than a pull to release the device from the mounting means on the panel.

Yup

I believe this is just a way to use a main breaker panel as a main lug panel and save the price of a big breaker. Probably saved him $40.

They also make something that is only rated as a disconnect with no overcurrent protection. It has a “blank” handle where the “amps” usually go. You see them in disconnect panels for AC units a lot.
