I know that looks scary but if you have good grounding there isn’t much of a hazard. There are really no exposed, energized parts in a baseboard heater. It isn’t the same as the “toaster wire” space heaters. Some are oil filled so there are not even any real <thermally> hot parts.

I don’t like to see towel racks direct above baseboard heaters. People do this to have a nice warm towel when getting out of the shower and to help dry out the towel afterward.
