brick veneer below grade

I just read the thread on weep holes in brick veneer. I agree they should never be left out, but what about when the veneer is below grade. What about a poured concrete basement with veneer that starts below grade? The brick is over the basement wall only, ending below the siding at the sill plate. I have a few issues with this house, I may include photos to show what I saw.

The brick veneer should not be below grade. In fact it should not start until a minimum of 6-8" above grade. This is prevent wicking of moisture up through the brick.
