Need some help finding the exact code reference which would cover using pieces of broken brick and mortar to raise concrete foundation wall up at change of direction for supporting brick veneer wall. See attached picture.

No Flashing ?
there is no flashing. Not sure if you can see in picture but for about a 3 or 4 inches of space between upper row of brick, the lower section has been filled in with pieces of brick and mortar. Then parged over to look professional 
Just dumb . I would be checking for water intrusion at basement walls.
