That makes sense. My in-laws used a pump from the private community lake because the municipal water bill was so high.
If it was for sewage, that discharge pipe would be at least 3". Looks like 1"

Deep well, probably for irrigation if on city water, verify with existing owner.
Why does it have to be “deep”?
Pump is in the shaft. If pump was on ground would be a shallow well.
