The damper needs to be partially locked open or removed, is all.
Do you have a picture of the damper opening?

It’s a long rectangle sort of damper, probably approximately 7.5” x 24”?
Im thinking I’ll recommend assessment by a fireplace professional, and inform them that a damper clamp may provide needed opening?
No reason to recommend assessment by others if the damper opening is modified sufficiently for safety and that is your only concern.
From the looks of the damage in that fireplace, ABSOLUTELY! In fact, I would STRONGLY recommend a LEVEL II Inspection PRIOR TO USE!! In fact, these are required in some areas by law!
I agree. I do this on most solid fuel and modified FP’s like the one above.
Same here, I recommend Level II inspection on all wood burning appliances, even if the fuel is not currently wood.
I also always look to verify that the damper is clamped open and cannot be closed.
