The thermal seal is gone in the window on the right. Is it possible the seal is gone on the left? If, so the residue left by the suction cup may have attracted the water vapor (WAG).

Yes, the seals were shot. 
Suction cup Mark on the inside glass likely. Their not Andersen windows.
