As this is not the service equipment, the only requirement I am aware of would be with regards to its accessibility.
I am assuming there was a service disconnect at the meter and SE. The panel pictured would be the disconnect for the home with an additional EP at the interior.
Am I close?

You are correct.
I wasn't really asking a question. Just posting for the ![icon_rolleyes.gif](upload://iqxt7ABYC2TEBomNkCmZARIrQr6.gif) factor. But now that you mention it, it was difficult to remove the cover because the panel is so low. I practically had to lie on the ground.

It's actually inside the crawl space. I removed the piece of vinyl skirting that was in front of it. With the skirting in place the panel is not accessible.
