Clearance?

This is a single wall vent pipe for the water heater. The clearance appears to be not enough for this pipe am I right to think this? Any help?

1" minimum clearence is required from combustible material, If that collar is metal that would be acceptible.

If the pipe is sngle wall, clearance to combustibles needs to be a minumum of 6 inches. 1 inch clearance is for B-vent (double walled)

I dont think a single wall vent is supposed to enter the attic at all. Should be a b-vent.
