Code Ref for TPR valve piping?

Not to dig up an old thread, but I see this is indeed the code for California, but I was recently asked why so many discharge pipes are seen inside. So looking up Los Angeles plan checks, last updated 2014…

The LA code updated for 2020 now reads:

*Provide a temperature & pressure relief valve on the water heater. The valve shall discharge to an approved location. *
*Pressure relief valves shall discharge to the drain system through an air gap or outside of the building. (LAPC 608.3; *
LAPC 608.4)

That said:
Retrofitting TPR piping into existing en-suite water heaters has caused so much damage to various buildings… probably far more than the cumulative damage to the few buildings where a water heater leaked and damaged the floor.
