I just inspected a 38 year old ranch home with basement that had a concrete block foundation. I found that a portion of the exterior was compromised but the interior at the exact same location was plumb and undisturbed. Has anyone come across a similar situation?
Yes. Just state what you posted and move on
Looks like your arrows are pointing to the brick ledge of the foundation, which is there to support the brick veneer. There are many designs for this ledge, some of which are wedge shaped, as in your pic.
